VW Golf TDI died as if the key was turned off; will not restart.

I checked fuses; several have no power to them but I cannot indentify what they are supposed to do. I cannot identify the relays and am not sure how to check them. I checked the timing belt; it appears to be ok. There is no power to fuel shut off solennoid. When the solenoid is powered by jumper it clicks but the engine still does not start. I bought a used ECM at the VW dismantler but it made no difference.

It acts as though it is getting no fuel.
