what that car is doing is when it gets up to temp it starts to surge from 900 rpms to 2000 rpms the car runs wonderful otherwise.  it does not do it all the time but most of the time. i set the tps as per manual but still do not know if it is functioning properly is they a way to test it to see if the sensor is bad?  I set the position with the O meter and checked with a 28,000 and a 35,000  and a 20,000 as per manual it appears to check out OK with O meter but not sure if it is operating can you please advise.

Remove the wire connector going to the TPSD when the engine is running and surging. Be careful when in the engine compartment with a running engine; you could get injured. If the surge stops, the TPS is bad.

MAP sensor will not cause this, a poor vacuum connection to the MAP sensor may.

I suspect that you have a bad Throttle Position Switch.

You maybe need to adjust the idle speed, on top of the intake manifold, near where it says EFI, there a small black rubber plug, pull it out, turn off everything in the car, then turn the screw in where the plug was to change the idle speed. Or it could be that you need a new Idle Control Valve

1989 toyota camry idles too fast

You either have a vacuum leak or the Idle Air Control Valve (IAC) has become dirty and stuck. Read this

One other possibility for a high idle if you have A/C fitted is that the A/C idle-up valve has failed in the high-idle state. If this needs testing, do so when it is hot.

Do you have any engine codes on this vehicle?

1991 Camry with 2.0 L, 4 cylinder. When it is warm

Early 90's had a thing called Idle Stabilizer valve. It should sit on the top of the motor, some models had it sitting on the side of motor.Anyway this part is about 4-5 inches long, abou 1-1.5 in diametar and it has vacuum hoses connection and electrical conection.I'n most cases, the diaphragm could be dirty, thus restrictin internal part to slide back and forward. If you are handy, locate the ISV and remove it.Use some brake parts cleaner( can use up to 1 can) and clean it good. When cleaned spray, just a spritz of of WD40 on each opening and reinstall it.If problem still persist, you will have to purchase a new one that will run you about $200-325 buck.Hope I could help.
