I have a 2002 ford ka, and the wind shield wipers are not turning off, when I have the car turned on
This can be a problem with the multifunction stick switch by the column or the motor has a bad ground wire or internal contact.
What happens inside the wiper motor is that a contact point shifts the revolving mechanism into the Park or Rest position. If the contact point fails to work and derail the revolving mechanism, it will never stop.
Sometimes a bad ground wire or the casing will corrode and the contact wire inside the motor will not work.
The stalk switch is another problem. There is just too much going on inside this thing to be dependable. It in effect, it can fail to register your turning off the wiper motor. So it stays on even though it is turned off.
Both of these parts connect to each other. You can get wiring diagrams at Autozone.com by registering your car for free. If you can find the wires on the motor connector, you should be able to tell whether the stalk switch is shutting off by using a voltmeter.
If you can tell the stalk is good, then the only thing left is the wiper motor.
With the wiring diagrams and also fusebox layouts you get from Autozone, you can find the correct fuse to pull on the wiper motor circuit.
This is a temporary solution and sometimes the radio or other things like a domelight are attached to the same fuse.

Sounds like a linkage (wiper transmission) problem. But, put an external ground wire to the wiper motor first and see if they work then.
Also many wipers have a fastening nut on the wiper arm where it attaches to the stub that goes through the body. These may have loosened and gone out of adjustment. If so, loosen them and re-position arms, then tighten them down.

There is a Fuse for the Wipers on the Box inside the Car. There actually could be one in the Relay Fuse Box under the Hood also. This box Shoud be on the Drivers Side up torwards the Firewall of the Car.

first check all panel and underhood fuses and if all o.k you need a multifunction switch which operates all of mentioned componants.

it should earth back via the hinges but if its playing up then look at the top of door for a rubber boot ,in here are the wires that run into door and i wouldnt mind betting the wires are broken

check the electrical part of your ignition switch . this is common to burn out and is easy and inexpensive to fix .does not require anything to be done to the mechanical part of the switch and key.
