We have a similar problem (2001 T & C) in which the airbag light which is usually off turns on in the extremely cold weather.

Check with the dealer for a factory recall for the drivers side air bag. There is a recall for Driver side Air bag clock spring that is in the steering wheel and causes this to happen . Of couse safety recalls are no change to owners

If the airbag has blown you need other parts also and maybe get it certified after the repair. More likely has stored or active faults that would have set.

Check to see if the horn works. If not then the clock spring for the airbag needs to be replaced. This part is also known as the airbag igniter.

The airbag light in dash staying on in my 2004

Under driver and passenger seats are wires that go to seat belt anchors. These are tensioner wires.Unplug the wires from the plug under the seat.clean and replace.Doing this while the ignition is turned off. Then turn ignition back on.In 90% of the time this is your problem.Constant movement of seat causes this or rear passengers kicking plugs off.Good luck phil.

Air bag light is on

When the airbag light is on (or flashes off and on) it means a fault has occurred in the system and the airbag diagnostic monitor has disabled the system, the most common problem that turns the light on is a break in the connection to the steering wheel mounted airbag, this is due to a rotating ribbon contact that breaks under the steering wheel that connects the airbag to the wiring harness and the diagnostic monitor, the part is called th clock spring contact, a coiled up ribbon electrical contact that turns with the wheel

My '01 TDI had the same issue and apparently it was a switch gone bad behind the horn and airbag. . . so no idea if the airbag would have worked had I been in an accident. Definately worth going to VW and having it looked at though. Better safe than sorry.
