I had this same issue. Mine was the coolant temperature sensor. I changed it out for $18 and I have no problems with it. When the weather hit 30 or lower my vehicle wouldn't start, once I got it started it ran fine all day long! Mine was easy to get to, not sure on yours, mine was on drivers side of motor. Just make sure you have pan under your vehicle, it will lead antifreeze.

Your owners manual will tell you that the anti-theft can be turned off, but doesn't tell you how (dealer only?). If it is turning over but wont start, (trying to hit and outside temp is below 32) check the coolant temp sensor. Saturns notorious for cracked sensor sending false info to computer thus flooding engine.
It sounds like an engine temp sensor is open.. When your engine is cold or anti-freeze is cold your ECU or ECM gets a signal from the temp sensor for cold engine start. It would make sense that it works fine when hot because the resistance on the sensor is a lot lower. Take an ohm meter if you have one and check the resistance across the temp sensor pins. When the engine is cold the resisitance should be really high. Start and warm up your car to normal temp and check it again. It should be a lot lower now. If not replace it. Hope this helps.
