Are there known problems with the wiring harness or fusebox on the 96 saturn LW wagon that would affect the passenger side headlight or the horn? My daughter bought a used saturn wagon and the headlight fuse and relay are pulled and there is no power to the passenger side low beam light. Also I notice that on the highbeam setting only the center lights light up which looks odd and seems abnormal.

This may or may not be related, but....I just spent numerous hours on my daughters 1999 SC1 for it was "arming" the security system, and wouldn't start. This was irratic and would come and go. Today I discovered that moving around the wiring that goes to the center console fuse block would make the interior light go on and off. I was losing power to four fuses, one being the "chime" fuse. I had to remove the console, all of the fuses and relays to get the fuse block out and apart. It's like layers. The final result was a power wire connection that was opened up and loose on the terminal that feeds the fuses. You could see a little melted plastic around the connection. I think this may be a problem for saturns. I just tightened the connection, cleaned it and off we go. Hope this may help.

the horn is beneath the driver side head light assembly. there is a nice video of removing this over on youtube.com. go there search and watch it. you have to take out the headlight assembly to get at it as the fellow points out, the relay is inside the horn on the 96-99 saturns so you can not replace it with a generic two wire horn off the part store shelf.
you are in luck as any Sl or SW headlight assembly from 96-99 will fit and there are lots of them for sale on eBay. they come out with just two screws and a lateral slide to the center. helps to take out the center plastic cosmetic panel.
you can check local junkyards as well for the part.
there is a nice video of a headlight assembly removal, search for saturn horn replacement on youtube.com. he is pulling the driver side to get at the horn but the other side is the same.
it is behind and under the left front headlight. depending on what year you have, a generic parts store horn or one from a junkyard will work. the 96-99 horn had a built in relay, so you can only replace with a like horn. if you have 3 wires, then it is a built in relay type. if it is not a built in relay type get a new relay at a parts store and try replacing that first. it is in the fuse panel. horn switches in the steering wheel have been known to go bad also, but steering wheel problems are usually horn going off when turning.
If you do not have the 3 wire type. trying jumping the battery voltage directly to the horn. if it beeps then it is not your problem.
Check you spark plug wires, spark plug, and distributor cap and rotor. Make sure the spark plugs are gapped correctly and they do not look worn or fouled. Find a relatively dark place, start the engine, raise the hood, and look for blue arcs (sparks). A little windex sprayed on the wires will enhance this effect. If you see these sparks, replace the wires, and your problem should go away.
