Turn the key to start and have an assistant tap on the starter with a hammer, You may have a bad starter solenoid. The tapping may make the contacts touch better. Let me know if this works.

Still could be a bad starter. Pull the starter, and take in to Autozone, or Discount Auto, places like that will check it for free.

My 1995 toyota camry wont turn over

It is most likely a dying battery. Less commonly, the heavy contacts under the solenoid are worn down.

AC pully is not spining fast enough. Can the pully be repaired without changing out the compressor. Even when the AC is turned off pully does not free spin.

Intersting description, I do not understand the "fast enough" part.

If the pulley does not spin freely, something (bearing) is not right and the pulley clutch can be serviced without replacing the compressor.

1995 toyota camry xle v6 3.0

When was the last time it was tuned up? Since you did not mention any "check Engine" light coming on, I assume that it is off. What I would do is check the plugs, replace them if worn, replace the plug wires if they are older than 5 years; check/replace the air filter. Not much else to do/check until you have the engine in a good state of tune; BTW, if you change the plugs, get the new ones at a Toyota dealer. I have a Camry V6, and when I put non-Toyota plugs in it, it ran worse. Toyota platinums made a 100% difference.

Definately have broke the timing belt. The turning over faster did it for me. That is a clear sign the timing belt broke.

You might want to send the transmission to flush and replace the ATF (Atomatic Transmission Fluid) and run it for a while. If it keeps the same behavior, consider replacing the clutches, as it is now a gear slipping fault, and sooner or later, you'll end up rideless. Hope this will help you.
