Your Saturn security has been engaged and the starter has been disengaged. You reset your security using your key. Lock the car and exit the vehicle wait 2 minutes and unlock the driver door with the key. Get in wait 2 minutes for alarm to stop. Use ket turn ignition to run wait 10 seconds remove key. Now security is resetting. Wait a minimum if 20 minutes. Security is now off and car should start. Page 80 of your Saturn sc2 handbook.

How old is the battery? If over 3 years it may take a prolonged amount of time to recover from a complete drain. There's a chance that the battery will never charge again too.

check the terminals, and the relay. if the terminals are constantly touching then it will always have a closed circuit causing the horn to never *******.

99 saturn sc2 and the horn doesn't work

You can go to a junkyard and get a new airbag for the car, it will have all of the connections in it to make it work. Depending on where you live, there are several u pull it places that will be exponentially cheaper than the ones which just hand u the part.

Your timing belt might be stripped and caused the timing to go off. Remove the cover to check for wear or missing teeth on the belt.

The horn in my 98 saturn sl broke.

It sounds like you have a short to ground problem.check to see how many wires go to your horn and make sure the horn is compatable with the cars system. Most horns have constant power going to them and the the horn button makes the ground to honk the horn.Make sure you have the correct wire attached to the horn. You may have to Isolate the horn from ground too stop the draw of current

2001 Saturn SC2 Electrical issue

I had the same problem in a 1997 SC2.  Turns out that finicky/broken door lock/unlock switches were causing an intermittent short.
I removed the 20A fuses to these locks in the switch panel under the radio.  Problem fixed.
