Re: where is the fuse box for the car heater in 1998 ford...
The fuse box is under the steering column but it is hard to find because its folded up. On the left side of the box there is a button that will flip it down.
There are two fuse boxes, one under the steering column, the other is right next to the battery

go to www.fleet.ford.com , under the maintenance tab select owners manuals, put in your car info and download your manual, look under emergency roadside procedures for the table listing all the fuses and a pic of where they are in the fuse box. Hope this helps, let me know.
If you go to autozone.com you can register for free and use the repair manuals they have online. This is a free servive and they have the fuse box diagram you are looking for , it's under the flasher part. Hope this helps.
I encountered this same problem and the solution is rather uncomfortable for any normal sized human. You will actually have to get on your back and look straight up under the dash (not a comfortable position) just a little forward from where your left knee would be when driving. If you can set up a low table or some other solid object just outside the driver's door about the same height as the kick panel this will be helpful to ease discomfort while accessing the fuse box. You will recognize the fuse box as it has a diagram of the fuse locations on the outside of the box. You will probably need a flat head screwdriver to push the tab which opens the box.
