2008 RAV4 intermittently ‘scudder’s” when exhilarating. Sometimes the tach goes to 4K without the transmission shifting or speed increasing. Any clue what’s going on? Fuel filter? Transmission?

the term " scudders " is not a technical description so you will need to say exactly what you mean
also it is accelerating not exhilarating as that means up lifting or invigorating
you couldn't get the transmission type in the question
you have to be exact in your description if you want an answer

    XG350 2003 throttle problem

cars these day are all electronic
the exhilarate in your car is electronic the older cars used to have a cable that ran to the motor now they dont
these days the exhilarate is like a volume knob on a cd player, it tells the car to produce more power on not to.
it sends the message to the throttle body
the throttle body is in charge of mixing the air to fuel ratio more fuel more power your emmissions system is the exhaust system
all of this could be linked to the throttle body being damaged
if you want to know more just ask
    hope it helps
