Question about 1998 Dodge Caravan
I don't see a fuse designated for either the horn or cruse control
I had the same exact thing happen to me, I found out that there was a recall on the clock spring that I never received a notice for, the repair was made for free through dodge.

They are there but the problem is likely to be the clock spring under the steering wheel. It has a ribbon in it that the signals for the cruise travel through and the horn signal travels through.
