If your turn signals are using the common thermal breaker type of flasher, it may be causing the slowdown. These are very primitive devices that use a heater element wrapped around a bimetal strip that flexes when heated.
If it is this type, they are not expensive (<$10 US) and before making a study of the problem, I would just replace the original.
Locating it is another matter; they are often under the dashboard and are in a cylindrical housing around 1 1/4" in diameter and 1 1/2 - 2" tall with a connector attached to one end of the cylinder.
Once you have it in hand, check the blade contacts on it to make sure it is not just a matter of corrosion on the contacts.

Might be to the left of the clutch/brake pedal, under dash. Fuse box diagram should be in owner's manual.

You could possibly have a bad EGR valve which would affect the vacuum which affects the idle. Check for a vacuum leak first then check the egr valve

Brake and tailgate sometimes works

Since tail lights are not part of the brake switch, I wouldn't think so. This sounds more like a bad fuse or some other fault. Do either of the turn signals work? Are the turn signals a part of the brake lights or are they independent?

Where is the location and # of the turn signal fuse on a 2000 saturn L100?

Since it is both signals out a flasher may also be at fault. The flasher is located with the fuse box, located usually on left side of dash either on the end covered by the door panel(when closed) or near the feet kick panel or next to steering column. While I don't own your particular car this is what i can think of right now.

check the fuses located in passenger floorspace near center console. fuse cover panel should map out what fuse is what and you can test it once you find it y replacing it with a like-voltage or new fuse

I cannot find where/which fuse for turn signal on 200o jeep cherokee...found the fuse box but no diagram on panel or owners manual

did you look under the hood, on the drivers side, inside a black box, most of these say power distribution on the cover, inside are relays and fuses, also on the inside of the cover, should be a diagram explaining , what fuse and relay are for, and where located.

1994 Jeep Cherokee Sport Fuse Needed?

Sometimes there are relays under the hood. There is usually a diagram posted underneath the door when you tak it off. The turn signal is usually just a fuse, which may be in your glove box(has a diagram under the door), under the driver or passenger side dash. Do you still have the manual for the vehicle?
