How to have access or open the panel, I'm assuming you need to open the hood to be able to relace the headlight. Is it difficult to replace or do I need to see a mechanic!..Thanks

How to change a headlight bulb on a 1996 Chrysler Concorde. Driver side and passenger side.

Assuming you can't find access to the headlights, like a lot of newer cars, then try this:
If you don't have access to the lights under the hood. Look around the headlights outside. There must be a screw on or under the headlight mount. maybe under the bumper.

But if you have access to the bulbs now, then use gloves to replace the bulbs if they are the newer hot bulbs. A finger print on those bulbs can cause it to explode.
Some bulbs twist and turn out, others just pull out straight.
Hope this helps.

How to open hood

Assuming there is no cable to grab with vice grips - Lever can be accessed through the grille. Looking at the grille from the front, the lever is just right of center about level with the top of the grille under the latch mount panel. It moves to the driver side to open, use a coat hanger from the drivers end of the grille nearest the headlight to reach it or a long skinny ***** driver.

How do you access the headlights to change the bulbs

Open the hood and look at the top of where the light sits and see a 1/2 inch bolt. The bolt is approx, 10 inches and goes down the length of the back of the light. Take bolt out and give the light a pry and pull straight out and replace bulp at the back of the light and reverse to reinstall.

Steps:
Step 1 Open the hood and locate the headlight assembly.
o Tip: Most headlight assemblies have a place in the rear to gain access to the headlight bulb.
o Tip: It is recommended that headlight bulbs are replaced in pairs.
o Tip: Always make sure the struts on the hood can fully support the weight of the hood so that it does not close on you while working. The use of a hood prop can securely hold it in place.
o Tip: Safety Tip:Always wear safety glasses when working on your vehicle. Wear other personal protective equipment (PPE) when necessary, for example latex gloves or safety shoes.

Step 2 Gain access to headlight bulb.
o Tip: It is a good idea to check the high beam and low beam headlight bulbs at this time.

Step 3 Disconnect the wiring harness and replace the old headlight bulb with a new one.

Fuse box location for 1996 acura tl

There are 2 fuse boxes on my 97 tl.The first let's say is on the left handside under the dash in front of the hood release latch. To access this panel you must get down on your knees and turn the screw/knob and open the panel. The second is under the hood on the passenger (right hand side) side near the headlight assemblely, close to the right fender, there's a black box with a release latch to pop open this box, really easy to access by you or just about any mechanic. Hopes this helps.

Remove headlight cover for 2002 elantra

You shouldn't need to.  If you pop your hood open, you can unplu the headlight hardness from the bulbs.  Then you should be able to turn the bulb assembly about a 1/4 to 1/2 turn and they will come right out.
