The air will only blow out of the defrost and floor vents and not the dash vents. It sounds like a door or flap closes to prevent the air from coming out the dash.
SOURCE: air does not blow out vent. only dash top and foot
If you have pushed all the buttons to redirect the air with no success, chances are that the "Blend Door Actuator" is not working properly and may need to be replaced.

removal of the dash is the easiest way of reparing the ac system other than the under hood parts
SOURCE: 2000 Mercury Grand Marquis will only blow hot air when ac is on
needs re-gassing because one line should be hot (feed) and the return cold , This is a specialist job do not attempt to do it yourself because its extremely dangerous with very high pressures involved
SOURCE: Air only blows to defrost
The problem is with the blower door actuator. It's vacuum driven and controls the air flow from the defrosters, vents, and floor. With the AC on, open the hood and check the lines (very skinny rubber lines) at the firewall in front of the passenger and work back ward. You're looking/listening for a vacuum leak, either a pinhole or maybe a worn end in need of repair.
