Your does not have a fuel pump reset or inertia switch.

    How many miles?

Is the car driven very often with under 1/4 of a tank of gasoline?

What is your level of mechanical expertise? I can give you troubleshooting information IF it'll be helpful to you. This will include checking for spark (the computer will not energize the fuel pump if it does not see an "engine is cranking" signal), fuel injector pulse, trouble codes, etc.

If you already know how to check for spark, do so and report back. Trouble codes may also be helpful. Autozone stores will loan you a trouble code scanner for a Fully Refundable deposit, call ahead. Checking trouble codes is something the garage will surely do to the tone of a 100 dollar bill (give or take 50). Post back with the actual trouble code designations, Example- P0101, P0300, P1124, etc.

Turns over and over can hear fuel pump come on will start with starting fluid and runs great but when shut off for a little while wont start again only with starting fluid

If the starting fluid works then you have a fuel pump or a fuel pump relay issue. The fuel pump relay allows the pump to come on for about 2 secs and prime the fuel system. Once the engine starts then the power to the fuel pump runs through the oil pressure circuit.
If the car starts on starting fluid and then continues to run... I would lean toward a fuel pump relay issue. Hope this helps, Good Luck!

Volvo car model94 940 sometime when car is park in slope front wheele up side fuel gauge is not indicate fuel capacity

because the fuel is not in contact with the fuel sender, being on a slope the fuel is pooled up against the back of the fuel cell, for example, half fill a glass of water then tip it back, note the level of the water in the front of the glass goes down and the rear of the glass, towards you, gets closer to the top. same basic principal, park the car on level ground and your problem should go away

Same car, same problem. Finally fixed by changing out PCM (computer module behind passenger side kick panel). Car runs much better too.

Car will not start from the inside

Fuel pump inertia switch is not in the boot so much these days but the vehicle handbook should provide the exact location - they are often to be found behind the front passenger footwell kick panel and sometimes under the bonnet bolted to the bulkhead.
