I am looking a purchase a 2nd car for minor transportation, it would be a 2004 Volvo S60-it has only 35,000 miles on it-is it time to change the timing belt?

The belt will deteriorate over time whether driven or not. I would replace it with the best quality belt you can buy just for piece of mind. Minor expense to insure against major repairs.

What all do i need for a tuneup

For that model year, a set of spark plugs and the air filter if it needs a new one.
The fuel filter and serpentine belt should be replaced every 35,000 miles.

You can get the battery load tested at just about any parts store. I would have this done. If it checks out good, get the charging system tested, and if that is good, you could possibly have a draw draining your battery when it's not running.

At 35,000 miles, no, I wouldn't worry about the hoses, or the belt. I have a 150,000 miles on my vehicle, and never changed either one.

Check fuel pressure at fuel rail. Must have 45-50 PSI. There is also a fuel pump on the frame before the engine and after the fuel tanks. POPING occurs with lean fuel mixture or crossed plug wires.
