You have to take off the steering wheel.if you dont have the right tools to do so i would not attempt it.the turn signal switch has to be moved it just pulls over the end of the column.then there is a torx head screw at about 1 oclock in the column that has to be removed.and the ign.just pulls out.the dimmer switch is kinda tricky.a locksmith usually dont charge to much to do this job.it would probably cost you more to buy the tools you need to do it yourself

I have a 83 monte carlo and I pull my lights on knob and all my lights come on;tail, tag, park, markers, but not my headlights....my turn signal lever( to turn on my brights) if I pull it the normal...

Don't waste your time looking for a headlamp relay. You will not find one. 1983 Monte Carlo does not use a headlamp relay. Your problem is most likely a defective headlamp dimmer switch. It is located about halfway down the upper left side of the steering column. It is secured by the same screws that mount the ignition switch. It is activated by a metal rod that pushes down on it when you pull back on your turn signal lever. It looks like the picture below.

Hwo do I change the ignition lock cylinder in my 99 Monte Carlo?

You will have to remove all the cowlings from the steering column to access the ignition lock and switch. With the correct key inserted and selected to, probably, the ACC position, you should be able to push on either a pin or a tongue that protrudes from the switch into the housing and the pull the whole lock/switch mechanism out.

My ignition switch is jammed on my 1985 monte carlo any suggeestions

you will have to replace the lock cylinder in the steering column. This is a diy job, if you can borrow or rent 2 tools. One is a steering wheel puller, and the other is a lock plate depressor. Some part stores will loan/rent these tools. Once you have the tools proceed as follows: 1 remove steering wheel with steering wheel puller
2 install lock plate depressor and depress the lock plate to remove the retaining ring. 3 Remove the turn signal lever and hazard light button, then the three screws that hold the turn signal switch, pull up on the switch and push it out of the way. You may have to get under the dash and unplug the harness to the switch to get enough slack to clear the steering column. 4 remove the lock cylinder retaining bolt then slide the lock out. slide the new lock in replace the retaining bolt and reassemble the column.

2006 monte carlo key stuck in ignition by tamquinn

Is the steering column locked? If so try jiggling steering wheel back and forth while trying to remove key. It could be the locking pin in the column preventing the key from being turned far enough to be removed.
