You can't. The alarm and more importantly the immobilizer is there to stop exactly what you are trying to do, steal the car without keys. It is all controlled via the ECM, the computer and uses a transponder in the key and The receiver in the steering column talk to the ECM.
Take your registration document down to your local dealership and get 2 keys keys made. Then reset the system.
Unfortunately if you are referring to the factory anti-theft system - it will have to have computers replaced. Once the Engine Computer sees a Theft Alarm request it will remain there forever and it will shut down the fuel system until seeing an OK To Start from the Theft Alarm.
If it is after market alarm - find it and disconnect wiring - restore connections to original

If you are having trouble with the system? Make sure the battery is good and fully charged. There are entry switches on the back side of the lock cylinders on both front doors (probably knocked off when the door is "Slim Jim'd") and the trunk lock.
If your battery is dead and you try to jump it - you will have to turn off the alarm again after hooking up the jumper
Not sure if this will work but it did for me. My battery died on my old 01 stratus rt and when I put new battery in my alarm kept going off. So I disconnected battery, both cables and touched them together and reattached them and it worked. I would try that. I will look into bypassing it as I did this when I installed a new alarm system with remote start I just don't have my book in front of me.
If it is a factory alarm it can be disabled by locking and unlocking either the trunk or drivers door. if it is an aftermarket alarm (one installed after the car was purchased) you would have to get a new remote and get it programmed or take the car to a mechanic and have it removed

Find the wires that were run from the engine , disconnect your battery and the remove all the wires and fuses attached to the system. After you do that and secure all lose wires, reconnect your battery and you should beable to start your car again.
when they installed the alarm they also in stalled a valette switch on your ride this is to shut off the alarm im looking for the site for your remote that has the way to get your code back in but for now find the valette switch which can be under dash or right side driver kick panel you might have to hold the vallette switch for 5 seconds till it goes off i will post the other solution once i find it for you
