Question about 1998 Dodge Caravan
If you notice that your gauges do not move (i.e. gas gauage) when you turn the key to the on posistion... it is cracks on the back of the dashboard instrument panel. My vehicle would ocaissionally not start (super frustrating!!!) and I'd wait an hour or a day and it was fine. Best way to check is to smack the glass in front of the instrument panel. That was my litmus test. 10 months later and an hour taking the dash apart i found the cracked solder spots, i resolered them put it bak together and no proble for the past two months!!! This is a huge problem with Dodge...

Should be a relay under the hood on driverside, usually black and about 1" square. There will probably be 2 or 3 or more of same in the area. Listen for click when cycling key to start. I'll check my 99 Caravan and see if I can tell you which one for sure, and more precise location. Check back here later today.
