The problem is the multifunction switch.

Other possibilities are; the bulbs themselves, burnt or corroded bulb sockets, or a bad headlight selector switch.

2002 gmc safari head light won't work on low beam but will work on high beam

First check, is there more than one headlight bulb, if so, the low beam bulb has failed, needs replacing.

If not you'll probably find that the head light bulb has a double filament, low and high beam. The low beam filament has failed. You have to replace the bulb.

GMC Safari 1987, has no high beam. It was broken into...thinking dimmer switch...if so where do I buy parts from? Will Holden parts work? If so which ones?

high beam switch in column on left side turn signal high beam lever can buy at most any big auto part store I have found Auto zone to have lifetime warranties on many parts like that.
dimmer switch is on dash would not think it would affect high beams it only dimes interior lights and dashboard lights.

Low beams stopped working but all other lights work

Need to have an electrical shop determine what is wrong.

It could be a fuse for the low beam headlamps that has blown,
or a relay has been overheated.

Check that the bulbs for the low beam aren't blown out, possibly
simultaneously.

No headlights

You need to start by checking the fuse for your headlights (low beams). The DRL could be be bad, but I have not seen them go out very often.

What would cause both low beam headlights to go out at the same time? i have replaced the headlights and they still dont work.

The headlight high/low beam switch assembly.96 Safari has the turn signal stem as the high/low beam switch.Removal of the steering wheel is necessary to get to the switch assembly for replacement.
