There are adjusting screws on the headlight mounts, three of them I think. You may need a torx or allen wrench. Shine your low beams at the garage door or something and make the adjustments. Be careful not to let the low beams shine in other drivers' eyes. When you think it is right, park at night where you can walk in front of the car 100 feet or so and see that the low beams are not too high. The driver side light should point straight ahead, the passenger side light somewhat to the right.

Where's the fuse for the head lights on a 99 Chevy taho

On the 1999 model, you have a relay for high and low beam circuits, and those relays send power thru a fuse for each side. The relays and fuses are in the fuse box in the engine compartment.
Check your owners manual for details.

1998 Chevy Tahoe Need an exploded view of the head light on the passenger side can't figure out where to start to change the bulb. Needs a high and low beam change but it's behind the battary and a bunch...

When you raise the hood if you look at the top of the light you should see two round bars. They are silver in color. Pull gently on these towards the front of the vehicle. when they unsnap pull straight up on these. this should release the light. Make sure you are holding the headlight so it does not fall.
