Yes you can and quite easily. on your throttle body there is a cable that runs to a metal thing that turns and that is your throttle cable. when you press the throttle it pulls the cable and makes the engine rev up. all you need to do is tighten up the nuts where the cable goes threw the metal and the rpms will go up. i suggest doing it while car is running
