You need to take it to your local ford dealership and have it hooked up i had this same problem there was a recall with it and when i had a new starter put on they told me about it and after they replaced a wire it worked perfect

2007 ford taurus condensor fan not coming on with ac

Fan Control The PCM monitors certain parameters (such as engine coolant temperature, vehicle speed, A/C on/off status, A/C pressure) to determine engine cooling fan needs.
For variable speed electric fan(s):
The PCM controls the fan speed and operation using a duty cycle output on the fan control variable (FCV) circuit. The fan controller (located at or integral to the engine cooling fan assembly) receives the FCV command and operates the cooling fan at the speed requested (by varying the power applied to the fan motor).

For relay controlled fans:
The PCM controls the fan operation through the fan control (FC) (single speed fan applications), low fan control (LFC), medium fan control (MFC), and/or high fan control (HFC) outputs. Some applications will have the xFC circuit wired to 2 separate relays.
For 3-speed fans, although the PCM output circuits are called low, medium, and high fan control (FC), cooling fan speed is controlled by a combination of these outputs. Refer to the following table.
If you don't understand these thing's listed above your best bet is to take your vehicle to a qualified repair shop . Have the vehicle checked for DTC'S - diagnostic trouble codes !

I bought a new battery for a 95 lincoln town car,now all of a sudden it wont start had the starter replaced about 3 yrs ago I was told it might be the Coil,do they mean ignition coil or something...

There is more information needed. If you can does not start, troubleshooting strates with the symtoms. If the engine is turning over when you try to start at a normal speed then the ignition coil could be an issue. Although most new cars do not have 1 ignition coil like the older cars did. If you replaced the battery and the engine is turning slow when you try to start it, you may have an issue with the alternator. If that is the case a jumpstart would get the engine started. If attempts to start the engine result in just a clicking noise it could be the starter. Also ther is a number of other components I didn't mention that could play a role. If you could describe what you see and heard, it would help narrow it down.

WHEN I START MY CAR, THE DIGITAL SPEEDOMETER READS CRAZY 20, 40, 70 MPH, BUT WHEN I START RUNNING IT WORKS AND READS PERFECT. THE PROBLEM IS ONLY WHEN I START THE CAR. THANKS. LINCOLN TOWN CAR 95.

This to me seems to be an common issue with Towncars it normally does this under a bit of current drain ie starting car, You might notice it does it to when you put the speed blower to full or run muliple things at once, I had a few cars with this issue and its never been a problem as you said when the car is moving its fine but is you realllly want to fix it, Id presume its a issue somewhere inside the Digital dash as the speed sensor works fine when moving!

1994 Lincoln town car/ no fan control on ac and heat

I aasume you mean blower motor for heater/a/c system.

Does it work on hgih speed only? If yes, replace resister.

Is this manual a/c or electronic?

Here is circuit for manual. check these three fuses first. 1, 17 & 10 in fues panel behind dash or kick panel by driver's knee.

If you have electronic, you may have a bad "blower motor speed controller". Get used at car-part.com. page with asterisk is lowest price. New at tascafordparts.com
