SOURCE: fuse box location
I have a '99 Deville. Had the same problem. In the glove box, there are two toggles for Traction Control and Valet. Toggle the Valet one and try the remote on your key or the buttons in your dash.
For mine, someone had engaged the Valet to "ON" and locked out the remote trunk and fuel door.

Try taking the cover off the wiper motor under the hood. I found on my 98 suburban that the grease from the gear inside the gear cover had gotten between the contacts in the motor that allows it to return once it reaches limit in one direction. The wipers started back to working correctly immediately. My wife stated that she has experienced the same situation lately so it seems that more of the grease has gotten between the contacts.
