How to adjust headlights on 2000 toyota celica

the FSM covers this, and the rules vary by country.
some are auto adjusting. (Europe)(complex rules)
others have L/R -U'/D adjustment and others only up/down

1. Park the vehicle on a level surface.
2. Make sure the tire pressures are correct.
3. The driver or someone who weighs the same should sit in the driver's seat.
4. Clean the outer lens so that you can see the center of the headlights.
5. Park the vehicle in front of a wall or a screen.
6. Turn the low beams on.
7. Determine if the headlights are aimed properly.
8. Measure the vertical adjustment height of the headlights (A). The lights should reflect 2.1 in (52 mm.) below headlight height (B).
9. If necessary, open the hood and adjust the headlights by turning the vertical adjuster.

Focusing (clean lens) aligning ... open hood look straight down at the headlight there is an adjustment screw on each side (actually 2) one for (up and down) the other (left to right)

Open the hood and manually raise the headlight and then it just unbolts from the body after disconnecting the wiring to the headlight assembly.

The headlight control switch is on the steering column. To replace the switch remove the plastic trim covers over the steering tube to reveal the switch and connectors. Disconnect the battery negative cable before starting work, this is a must. Below is a picture of the switch.

Open your hood and look at the headlight assembly from inside the hood. You will see screws that you can loosen to get the headlight covers off, and the bulbs should just be "screwed" in the headlight units. There shouldn't be any bolts and screws on the outside. Also, to adjust your lights, you should have an adjustment "screw" on top of the headlight unit when you open the hood.

open car hood were the headlight is at in the back of it youll see wires were the light gos twist tat were the wires are twist and pull gently should come out eazy.

The globes filament for low beam are most likely both blown . Check if the plug is getting voltage when the low beam is on or buy a replacement globe and check if this is the case.
How do you know both low beams stopped at the same time ?
They most likely blown at different times but you notice it when both go out and you have zero light. Had this happen to me on a ford falcon EA . Was the globes.
Try not to handle the glass on the replacement globes if Halcyon globes .

If you open the hood and look at the end of the headlight motor there is a knob that you can turn by hand to manualy open the headlight

Bad headlight switch or relay, or shorted wire. I would check the relay first.

How do you change a headlight bulb on a 2003 Toyota Celica GT? Under the plastic covering the headlight there is a lot of fog and condensation and I want to clean it off, so how do I take off the plastic that covers the headlight?

Seem to be seal is wear off
already on the front cover
The way to open that
1. There is four screws at the back of
the headlights and unscrew them
2. Pull the headlight and dry it
by wiping or heat of the sun or
anything that can release the fog
3. Buy silicon and seal the headlight
gap with silicon and let it dry for a hour
This will help kept away fog
and condensation for sure
