Yes it turns over, but no the engine does not fire. it acts like it's not getting spark or fuel.

I hate to give you the bad news but I would say that you have a broken timing belt due to a failed water pump is the water coming out of the right side of the engine the bad part of this is the 2.0 is an interference engine. that means if the timing belt breaks the pistons hit the valves and things bend the valve cover is fairly easy to remove take this off and turn over the motor if the cams dont move you have big problems..

Hey you could try clearwater cylinder head out of clearwater florida for a head I bought some for my 6.5 liter diesel cheaper new than I could get them fixed for at a machine shop I found them on ebay but they have a local shop in florida and the shipping was only around $25 for a diesel head that is really heavy and they sent a prepaid lable for the core heads great to deal with good luck

Running rich 2lt duel over head cam

Check coolant temp sensor. They fail quite often and will make engine run as if the choke is on, thus killing gas mileage and perhaps running poorly. Other possibles are clogged converter or muffler.

Walking camshaft on 99 dodge neon

  • 1 Park your Neon on a level surface. Engage the parking brake. Open the hood and loosen the bolt on the negative battery cable terminal and pull the cable from the battery.

  • 2

Remove the Neon air filter by undoing the side clips and lifting the cover of the air filter off. Pull the air filter from the bracket. Undo the clip on the air filter hose and pull the hose off the inlet. Use a socket wrench to loosen and remove the four bolts holding the air filter bracket in place and pull the bracket from the engine

    3

  • Locate the camshaft position sensor. It will be at the rear of the cylinder head, centered on where the air filter housing was about midway down. It will look like a black plastic square (4"x4") and have four bolts holding it to the engine.

  • 4

Disconnect the wiring of the sensor from the wiring harness feeding into the car's electrical system. Press in the tabs at the sides of the connector and pull the two halves apart to do this.

  • 5

Remove the four bolts holding the sensor in place and remove the sensor from the engine.

  • 6

Clean the engine of any gasket material from the old sensor by scraping the surface gently with a paint scraper.

  • 7

Install the new sensor by placing it in the same position as the old one, replacing the bolts and then connecting the wiring harness. Replace the air filter bracket, hose, filter and cover. Reconnect your battery and you are done.
