Your brake fluid is most likely low due to pad wear add fluid and the light should go out. Also check the thickness of your front disc brake pads.

I have a 2004 or 2003 Dodge neon and my brake lights are on even after I turn off the car and the lights I have to have the battery disconnected to shut them off what do I do

sounds like you have a bad brake pedal switch or it has come loose from the bracket.

It is located under the drivers side of the dash near the brake pedal lever. It will twist to disconnect it from the bracket. once removed fro the bracket it can be unplugged and replaced.

Brake light dodge neon 2002

Check the brake fuse in your dash's fusebox. Since the turns work, you know the bulbs are good, unless your Neon has separate brake lights. If the fuse is good, bulbs are good, then check for power at the brake light switch on the upper portion of the brake pedal. Should have 12 volts there all the time. Use a testlight or voltmeter to check. Good luck.
