It is really unfortunate that a Buick A tech will tell you that "There is not much you can do other than replace the cluster."
This is simply not true. There are numerous links all over the web on how to replace the 4 resistors on the cluster panel that cause the problem. The 4 resistors in question do not solder well to the circuit board and break loose. I just fixed mine following the numerous links (check you tube, they tell you how to take off the dash, access the cluster and replace the resistors).

SOURCE: the odometer on my 2002
This is typically related to faulty or disconnected resistors located on the circuit board of the instrument cluster as the odometer does not contain removable bulbs.(it is LED) There are a few how to videos on youtube to replace the bad resistors, and it seems to be the best solution for most who have this problem. The resistors cost around .99 cents for a 5 pack and is sure to save you hundreds of dollars if you can re-solder them them yourself. Here is a link to 1 of the how to vids on youtube for 1997-2004 Buick Regal: http://www.youtube.com/watch?v=84FAjLxoK00

I worked for Buick from 90-93 as an A tech. The Regals and Cutlass had defective clusters. There is not much you can do other than replace the cluster. (is everything else working on the cluster?)
I had a 1990 cutlass that the odometer quit at 199000. I just kept driving it, or I should say my son kept driving it.
