The radio, windows, and wipers all cut out... What i want to do till i can fix it is set the wiper arm back to the original position as it is stuck in the "up-right" position, i can't get to the bolt to do so. Is the cover just rusted on or is there some pins or mechanism to holding it in place???
Check YouTube there a several videos
It sounds to me like you are loosing an earth connection at a common junction point. A second option would be to check the fuse in the engine bay and/or under the dash.

I hope you fix your electrical problem.

This is caused by a problem in the Body Control Module, have it tested for trouble codes.

I THINK YOU SHOULD TURN OFF WIPERS TAKE WIPER ASSEMBLY OFF PUT BOTH ON AT LOWEST POINT ON WINDSHEILD, TRY THAT.

You will need a wiper arm puller to get these off or go back to where you had the work done and have them fix it seen as how they messed it up in the first place.

Have a good look as their is some more screws holding it for sure also some of then funny hook things that look like two L in the shape of an S these hold it into place along where the top of the firewall is ,cannot remember exactly where they all are though but i had one off on a 500 only last week but owing to my old age and the onset of old timers i take things apart and dont always remember how i done it so i use the camera on my phone at times to remind me .Not a very good answer i know but is the truth ,keep trying and persevere i have faith in your capabilities
