Question about 1997 Honda Civic
At times when in neutral the engine just switches off and i have to start the engine again and sometimes it doesn't hold and switches off again! also sometimes the engine doesn't hold a regular level of revs/min, it moves up and down til it switches off!!! could it be the electric control of the valve?
To do a trouble shooting first deal with the simplest. first change the spark plugs it may have fouled. The spark plug high tension wires may have cracks, which could cause the electricity to jump off the engine body. then check/change the fuel filter if it is dirty you have to check the dirt in the tank or the fuel pump. maybe its the supply of fuel that is causing the erratic revs. because of fuel supply/quality. All this first steps are just as well performed to ensure a healthy engine if it still persist, that's the time to ponder the electric controls which will need a specialist to trouble shoot.

Engine stall or RPM fluctuates
is commonly caused by a dirty automatic idle speed control valve and
throttle valve. Buy a can of throttle valve cleaner (do not use
carburetor spray cleaner!) from NAPA or Carquest (made by CRC
chemicals) and spray it into the air intake while the engine is
running, use up about 1/2 the can, engine will try to stall hold the
speed up, shut it down and let it soak for 30 minutes, restart and
blow out the remaining fluid, shut it down and disconnect the
negative battery cable for 5 Min's to reset the base idle control.
