Re: 2003 Ford Focus 2lt.
I am sure it would only be in the engine compartment. try to trace back the hoses that goes to your washers. trace them backwards and you will find the washer tank. it could be hidden near the headlights on either side and the tank is at the bottom. only the black circular cover is visible and it might be near the reservoir of the radiator. look for some black or white plastic cover with a windshield wiper icon on the top.

How To Install Replace Windsheild Washer Reservoir Bottle FordEscape ... a broken, damaged, split or leaking windshield washer bottle.
If you still need to do this .... It's a plastic bottle mounted under the front wing on the drivers side of the car. Access to it is from underneath the wheel arch. Removal of the wheel will make it easier. You need to remove the protective liner that stops the majority of water & road dirt from hitting the underside of the wing and thus protects it somewhat from corrosion and damage. This shield is held in place by about 8 screws. The washer bottle itself is secured to the bodywork by 3 bolts. The washer's water pump (maybe 2 pumps if you have the headlamp cleaning system) is mounted in the side of the bottle and is just a push-fit through a rubber seal
Hope this helps
