Try changing the t-stat and make sure the coolant is topped off and no leaks first.

Okay you turn off the heating and bleed the rads with the pump off . That should work . How if its a combi you will need to refill system after . If its has a tank in the loft check it has water in it ball valve is not stuck in the closed position as tank may be dry .

Lower heating radiators staying cold

You need to bleed the radiators, there is obviously air in the system, this prevents the water in the system from heating the entire radiator ????

Oil in radiator

you didn't say what the car is or any other information.
I can tell you generally, oil in radiator means: engine oil cooler, transmission oil cooler, cracked engine head or cracked engine block. about the heating problem, the heater matrix is blocked with oil, the coolant in not going trough. you need to flash the cooling system including the heater matrix.
good luck

and them flash coolant system.

Last summer we had to replace the radiator on my 1993 Toyota Camry LE. We thought that would fix the problem with the car over-heating, but it didn't. The old radiator was corroded. My car still wants...

the corrosion you noted when you removed the old radiator is throughout the cooling system and is probably causing a blockage in it, he first suspect would be the heater core. When the new radiator was done, did you replace the thermostat too? If you didn't, replace it now, and get a good commercial flush and thoroughly flush out the cooling system, it might save you from having to replace the heater core.

Car wants to over heat unless the heater is on high?

A heater core is like a small radiator, its likely your heating system is picking up the slack from a clogged radiator, your radiator is probably in need of replacement.

There is no heat in my car, it keeps over heating

Check the system for an air bubble.

Start the car cold with the radiator cap off. Let the car come to temperture and squeeze the upper radiator hose and see if you can work out any trapped air.

You may have gotten the wrong stat too. It happens.
You may want to pull it and test it out of the car to be sure it opens at the right temperture.
