What is a distance starter, please explain in standard automotive terms

The reason for it..."amayers" is that when it's -30 deg.c and you wish to start the car from the house and have the engine warm up and have the fan on heat in the car to heat up the interior and melt the ice on the windows etc... but my problem is the the fan does not come on till i get out and put the key in the egnition ...and that beats the purpouse of a distance/remote starter....

No one that has this "feature" has explained what the heck good it is,  just a gimmick.   Please tell us if you can, why we need it.  Note that most cars that in the $40-80K range don't have this ... hmmmm.
Now never mind that the distance starter is practically useless ... I mean you are eventully going to get in the car right?    How on earth will the radio be useful ... if you are not in the car.
It's probably working as designed, check with someone else that has this vehicle.  Some smart engineer decided to build a logic circuit to do what he failed to document in the user manual, and his reason for doing it, but he had a valid reason for doing it ... like you have a valid reason for wanting the wipers and radio to work when you are not in the car.  The two of you should get together for some beers and discuss these esoteric reasons.

Im looking for the fuse for the windshield wiper

Probably won't be a fuse just for the windshield wipers, rather a relay in the "relay" box or the 'power distribution box.' The box should be in the engine compartment, either mounted near the fire wall or next to one of the inner fenders. Black plastic box with a cover on it. Once you locate it, look inside the cover of the box or in your Operators Manual to find which relay is for the wipers or the wiper motor. Then to test that relay, turn your wipers on and put one finger on the relay and feel and listen to see if there is a 'clicking' sound in the relay. If not, the relay will need replaced. Should be less that $10 at your local auto parts store. (Also, this relay might have some other curcuits bundled in with it, so you may want to check to see if anything else is not working, like cig lighter, radio, 4 way flashers, etc.)
