make sure when ignition is turned on or when cranking engine that immobiliser is disengaging.also locate crank angle sensor usually mounted in bellhousing to read off flywheel or at crankshaft damper pulling.inspect and clean magnetic side of sensor and connection terminals also possible damage to cable
This is called a harmonic balancer and the purpose of the rubber is to allow the crankshaft power impulses to be cancelled out by the steel pulley bonded to the rubber . It will available as a genuine part and most good aftermarket shops and engine rebuild shops will have them in stock. All you may have to supply is the vin number of the vehicle or the engine family letters of the plate
this job does require some special tools to remove the crankshaft balancer.... Removal 1. Disconnect battery ground cable. 2. Remove drive belt. 3. Raise vehicle on hoist. 4. Remove RH front wheel and tire assembly. 5. Remove four crankshaft pulley to damper retaining bolts and remove crankshaft pulley.

YOU HAVE RIGHT HAND THREADS.ENGINE TURNING CLOCKWISE.YOU NEED A STRAP WRENCH HOLD CRANKSHAFT PULLEY WHILE LOOSEN IT.BUT YOU NEED A CRANKSHAFT DAMPER REMOVAL TOOL.OR HARMONIC BALANCER REMOVAL TOOL.YOU NEED STRAP WRENCH TO HOLD CRANKSHAFT PULLEY WHEN TIGHTEN IT.TORQUE CRANKSHAFT PULLEY BOLT 90 - 98 FT LBS. MAKE JOB EASIER.HAVE A HELPER HOLD STRAP WRENCH WHEN YOU LOOSEN OR TIGHTEN CRANKSHAFT PULLEY.
This is what I found on the 98 Regency instructions:
REMOVAL & INSTALLATION
Disconnect the negative battery cable.
Remove the belts from the crankshaft pulley.
Remove the crankshaft damper attaching bolt.
Attach a suitable puller to the damper and remove the damper from the crankshaft.
NOTE: On certain models, removal of the cooling fan, fan shroud or radiator may be necessary for clearance. WARNING DO NOT pry on the damper assembly to remove it from the vehicle or component damage will result. Remove the damper using a puller only.
Installation is the reverse of removal. Torque the damper bolt to specification.

The Crankshaft Position (CKP) sensor is a variable reluctance sensor that uses a trigger wheel to induce voltage. The CKP sensor is a fixed magnetic sensor mounted to the engine block and monitors the trigger or "pulse" wheel which is attached to the crank pulley/damper.
what engine? 3.0L 2 Valve? 4 Valve?
3.4L SHO engine?
The PCM (engine computer) fires the coils, but it is never the cause of a problem. I suspect it is the crankshaft position sensor on the front of the engine by the crank pulley. easy to change.
Crankshaft Position Sensor
The crankshaft position sensor (CKP sensor) (6C315) is a variable reluctance sensor triggered by a 36-minus-1 tooth trigger wheel located on the crankshaft pulley and damper.
The signal generated from the crankshaft position sensor is called the crankshaft position (CKP) signal, which provides base timing and crankshaft speed (rpm) information to the ignition control module (ICM) (12K072). Base timing is set at 10±2 degrees before top dead center (BTDC) AND IS NOT ADJUSTABLE. The powertrain control module (PCM) (12A650) will use this information with the spark advance information to determine ignition coil (12029) turn on or turn off time.
