Question about 1999 Mercury Cougar
Try spraying oil inside cylinder run key in and out rapidly and then try and turn cylinder. if that doesn't work look inside ignition cylinder with flashlight at the opening where key goes in the should be a little copper colored piece of metal which is you buzzer button sometimes it will break off and go down in ignition wich will not allow key to turn if this doesn't help let me know and i will explain how to remove the igntion and replace cylinder
