I have 00.6v with key off and 00.8/00.9v when turn key on (at the fuel pump connection). I am guessing maybe a short between relay and pump??

Sounds like a bad ground.Check for broken connections or corroded terminals especially around the battery as acid tends to seep from them and corrode the connections.

2004 Jeep Grand Cherokee temp gauge high when heat is on

If your "check engine" light is turn on, I suggest scanned the PCM to know exactly what fault code is stored there. Additionally, could be some problem with the "temp sending unit".

1994 jeep grand cherokee laredo starting problems

Check to see if the fuel pump is running after it shuts down...could be a relay or the pump itself (overheating internally) Checked the fuel filter yet? Some crank sensors need to be shimmed. If it's too close to the flywheel even though you recently changed it, if it's too close to the wheel it can fail again. May not be the case but worth checking over. Also check the ceramic resistor on the left fender near the master cylinder if you have one. That too can cause problems.

No Power sometime, Engine Light is Flashing

If fuel filter hasn't been done lately I would start there & if you can, have fuel pressure tested while your at it. You may have tired fuel pump but pressure test will confirm. If you recently filled up somewhere different last time you got gas, I'd also try some "Heet" or similar just incase you got a tank full with some water in it.

1994 jeep cherokee (will not start)

Does the motor attempt to turn, but doesnt start? Do you hear a clicking noise like a dead battery when you turn the key, nothing when you turn the key? Does your radio or lights work? It could be a fuel pump issue. There is a port on top of the fuel rail; you can take off the cover at depress the valve and fuel should spray out. Do this when the motor is off! Of course, make sure you didn't run out of gas ;) The fuel port looks like this:
