Yes it is, you could have a cylinder misfire or a "dead hole" first things first do a compression check (remove coil wire, pull spark plugs one by one insert compression tester and bump starter till gauge registers) im not sure on your toyota but in general you need to be in the 140-200psi range, it just depends on the motor. once all the cylinders check out for compression then you need to find out why the cylinder is misfiring. make sure plugs and wires are in good shape, check cap and rotor, and finally check the coil. i recommend purchasing a chilton service manual, its only around 15-20 bucks and will save you alot of headaches
