Fuel at fuel filter doesnt mean its getting the correct pressure to operate the injectors. do not spray starting fluid into a diesel motor, you will damage the rings, score cylinder walls, burn valve guides... etc . starting fluid is not designed for diesel engines. the only way to test the fuel system is to test it by hooking up a pressure test gauge to the service port. the next most likely issue would be a faulty glow plug relay or 1 or 2 faulty glow plugs.

Based on what you described, the engine need the fuel to run and obviously it didn't have it. The pump can turn, but it can not deliver a correct rate to built up the required pressure for injector to shoot out. or if it can the injector module didn't open the injectors to have fuel shooting out. Here are things related to no fuel problem, and need to be checked in the following order: - Injector Module. Read my other posts on this subject. - Injectors - Fuel accumulator. - Fuel filter. - Fuel pump Good luck.
