My 2000 dodge neon has an alarm but i dont have a remote for it where can i get one and can i program it myself if so how and the rear door lickd in my neon will liks the front passenger and driver locks will not lock or even move or do anything what do i do???

Unfortunately, the only people able to do this programming is your local dealer. In rare cases the module can electrically "lock up" and disconnecting the battery might get it back working again and this is about all you can do at home with out the programming equipment.
Turn the key foreward but do not start it. Leave it like that for about 15 minutes. Usually theres a security light or picture of a key that will be flashing. Once that stops flashing it should start. Good luck.
first thing to do is grab the owners manual and look at the fuse diagram. If you dont have that you can get one from a dealer for a small fortune. I reccommend getting a flash light and visually inspecting each fuse. they should be black or the metal broken if they are bad.
You have a short in your Electrical system where the alarm connects to your power assist system or a short in your alarm. Pull the fuse for the alarm and if the problem stops it is the alarm if it continues you will need to trace the connections and make sure they are secure and protected by taping them up.
