Sounds like you need to replace or repair wiper arms as a unit Because one was jamming up it caused the other to stop as they are joined to work in sync with each other.its now a simple case of remove and replace.Is the one that doesnt work stiff or hard to move in any way?Whatever is binding on that arm is the ultimate cause of your problem.

Possible cheaper to go to salvage yard and get a used motor, just to get by, but if push comes to shove, you can open the pulse board on the motor's little square box and see if you can see a break in the solder along the board solder when you wiggle the board/wire connector. A small bit of solder to the break should fix it, but usually is more time consuming that way, but no cost really to you that way. Also you could use an ohm meter and turn it to the audible sound when a connection is made and try it on each small line of solder, that could be faster than visually inspecting the board.
The weight of the arm may be making the solder board bend just a 1/32th of an inch and breaking the connection of the solder to the circuit.
The wiper linkage is either broken, or has become un-attached...You will need to remove the wiper arms and plastic shroud above the linkage to inspect...When re-assembling be sure to have the wipers turned off, and in the down position...when mounting the arms back onto the spindles...Hope this helps.
it is problem with linkage of motor , you have to lubricate it then try once, but the motor is gone weak so it not pushing that linkage, you just try with lubricating that linkage that connected to wiper motor to wiper arm, if it work you saved your money or do replace the motor assy.
Some car require that the wipers go to full rest befors the electric is turned off. Sounds like they are stuck and the car does not like it. Find the fuse to the wipers and pull. But the motor seems to be bad and gave up.
The windsheild wiper relay might be stuck or broken. Try tapping it with something or replace it. Could also be the the switch (lever that you control the wipers with) i hope this helps and good luck with diagnosing your problem.
