Question about 1996 Chevrolet Cavalier
Try turning the key gently while you rock the steering wheel back and forth. Often there is torque on the column interlock if the car was shut off with the steering wheel turned and shut off and sometimes a front tire can be up against something to gently force it one way. Any torque will give you a difficult or impossible time turning the key. The gentle rocking of the steering wheel relieves this, quick and easy.
