Question about 1993 Chrysler Lebaron

Engine Stopping My Le Baron 1993 make was driven for 5 years on the highway and since mostly in the city. Therefore the mileage is only abt. 60.000. Whenever thy wet period starts during slow driving the engine stops. After the stop it is hard to start it again. The engine was tuned in the dealership, cables were changed, but nothing helps.

Usually 100 miles give or take.
But its not the mileage as much as the driving conditions.
The car has to be driven at various speeds and at operating temp for the computer to test emissions components.
So something like 50 miles of city driving and 50 miles of highway AFTER the engine is warmed up.

Depending on mileage of the vehicle and how its driven. (i.e. city highway) the fluid might need to be flushed and the filter changed.

Engine Floods after brief start and run when cold -then shut off

Local mechanic determined engine was flooded and started it by holding throttle to the floor and cranking 5-7 seconds - then the engine sputtered to life. It has run perfectly before and since and I'm at a bit of loss to understand why this occurred this one time - so far. It's been driven now 5 days with no problems.
