starter? New battery drained = something is still powered, open/short. new ign switch and steering won't lock = something was not put together right and the ignition is staying on and draining the battery.
Disconnect and isolate the negative (ground) battery cable. This will disable the air bag system. Failure to disconnect the battery could result in accidental deployment and possible personal injury. Allow the system capacitor to discharge for two minutes then begin air bag system component removal. To install:
Engage the electrical connectors to the ignition switch and make sure the switch locking tabs are fully seated.
Before attaching the ignition switch to a tilt steering column, the transmission shifter must be in the PARK position. Also the park lock dowel pin and the column lock flag must be properly indexed before installing the switch as follows:
Place the transmission shifter in the PARK position
Place the ignition switch in the LOCK position. The switch is in the lock position when the column lock flag is parallel to the ignition switch terminals.
Position the ignition switch park lock dowel pin so it will engage the steering column park lock slider linkage.
Apply a light coating of grease to the column lock flag and the park lock dowel pin.
Place the ignition switch against the lock housing opening on the steering column. Ensure that the ignition switch park lock dowel pin enters the slot in the park lock slider linkage in the steering column.
Install the retaining bracket and ignition switch mounting screws, then tighten the screws to 22-30 inch lbs. (3-4 Nm).
If the vehicle is equipped with a tilt steering column, install the tilt lever.
With the key cylinder and the ignition switch in the LOCK position, insert the key cylinder into the ignition switch until it bottoms.
Insert the ignition key into the lock cylinder. While pushing the key cylinder in toward the ignition switch, rotate the ignition key until the end of travel.
Install the retaining screw into the bracket and lock cylinder. Tighten the screw to 22-30 inch lbs. (3-4 Nm).
Install the steering column covers, then the tilt lever, if equipped.
You'll still need to unlock the steering wheel and shift lever. This can only be done with the key or by breaking the collar for the keyswitch. Either it is very difficult, and best left to the hands of a proffesional.
This Outlines Removal Of Both LOCK CYLINDER<< Mechanical)) And The Ignition SWITCH ITSELF<< ELECTRICAL))
Remove steering wheel as outlined previously.
Remove turn signal switch as outlined in ``Turn Signal Switch, Replace'' procedure.
Place ignition switch in ``Run'' position, then remove lock cylinder retaining screw and lock cylinder.
To install, rotate lock cylinder to stop, while holding housing as shown, Fig. 6. Align cylinder key with keyway in housing, then push lock cylinder assembly into housing until fully seated.
Install lock cylinder retaining screw. Torque screw to 40 inch lbs. for standard columns, or 22 inch lbs. for adjustable columns.
Install buzzer switch, turn signal switch and steering wheel
CABALLERO, EL CAMINO, C, K, R, V & 1986---87 G MODELS The ignition switch is mounted on top of the mast jacket inside the brake pedal support and is actuated by a rod and rack assembly.
Disconnect battery ground cable.
Disconnect and lower steering column. On some models, it may be necessary to remove the upper column mounting bracket if it hinders servicing of switch. Use extreme care when lowering steering column to prevent damage to column assembly. Only lower steering column a sufficient distance to perform ignition switch service.
On Caballero and El Camino, rotate ignition lock to ``Off'' unlocked position.
On C, K, R and V models, rotate ignition lock to ``Off'' locked position.
If lock cylinder has been removed, pull switch actuator rod up to stop, then pushrod down to second (Caballero or El Camino) or first (C, K, R and V models) detent as shown, Fig. 7.
Remove column mounted dimmer switch, if equipped, then remove switch retaining screws and switch.
Reverse procedure to install, noting the following:
Place gear shift lever in neutral.
Place lock cylinder and switch in positions noted in steps 3 and 4.
Fit actuator rod into hole in switch slider and secure switch with retaining screws, ensuring switch does not move out of detent.
Install and adjust dimmer switch, if equipped, as outlined in ``Column Mounted Dimmer Switch, Replace'' procedure.
Torque retaining screws to 35 inch lbs., then check switch operation.

Remove the steering column covers and you'll find the electical switch to the ignition. You'll find a rod that activates the switch from the lock and tumbler. Check for anything broken between the two.
