EGR valves work in an ugly environment. When they fail it is almost always a replace situation, as the exhaust damages the internal parts.
IF your code says problems with the EGR valve, consider replacing it.

Will an engine bought from a 1999 Silverado originally sold outside of California pass California emissions

There are two type of emission classes.

Federal and California emissions.

Look under the hood for the emission class sticker.
Smog check station's machine in CA are programmed to handle both types.

You do not need to change anything before the inspection.

==== Side notes: You should check the service record for the last Catalytic converter,O2 sensors and EGR valve change.
Service interval for
Catalytic ~180,000 miles O2 ~150,000 miles EGR ~160,000 miles

If you can locate the last smog test (even from out of state) Check for the
CO NOx

EGR Valve Cleaning on a 1999 4.3 Silverado

If it is not just badly clogged, the intake does not need to be cleaned out. If you want to clean it out then take some brake cleaner and spray it in there and wipe it with a rag. I have never seen someone have to clean the intake due to not being clogged. Just my expierence I would just change the EGR and go from there

CHANGE EGR VALVE

The EGR valve is up on the left hand side of the engine RIGHT next to the oil filler cap.

It has an electrical lead running to it, and there is a pipe running down to the exhaust pipe.

Hope this helps!

Chevrolet 2006 EGR Valve

The 2006 Silverado doesn't have EGR. They did away with it in '03 I believe.
