Non start,turns over ,pats light out,no fault codes evident

    Same problem. Fuses all ok. Cut off switch not activated. NO sound of fuel pump running??. Anti theft light goes out in starting position. Plugs sparking ok.. Suspect fuel pump circuit somewhere or activatiion of relay..

Check fuse for immobiliser.or replace the reader coil around the ignition.if it cannot read the code off the key it wont start.if the key was not coded the pats light would flash continously.replace reader coil.best of luck.

The passive vehicle protection system will be activated and will disable the vehicle from starting if there is a:
  • damaged encoded key.
  • unprogrammed key.
  • non-encoded key (key has no electronics).
  • wiring concern.

Reset ? IF your anti-theft system light is flashing when trying to start your vehicle , an the engine doesn't crank , turn , or nothing happens when you turn key , then your anti theft system is at fault ! An trying to reset will not work ,you need to have it checked DTC'S - diagnostic trouble codes ,then fixed ! I suggest you have it towed to the dealer or a ASE certified repair shop !
PATS uses the powertrain control module (PCM) to enable or disable the engine. The PATS module communicates with the PCM over the SCP communication network in order to enable engine operation. The PATS module and the PCM use sophisticated messages in order to prevent a theft. The PATS and the PCM share security data when first installed together, making them a matched pair. The PATS module also stores the vehicle's key identification code, even if the battery is disconnected. There are special diagnostic repair procedures outlined in this workshop manual that may be carried out if either the PATS module or the PCM needs replacement.

Vehicle will not start! Replaced the battery but it will still not turn over. Oil light, battery and engine light come on when initially trying to start.


Is the security light on or flashing when trying to start the vehicle .

PATS will disable the vehicle from starting if there is:
  • a damaged PATS key.

  • a non-encoded key (a conventional key or one that does not have any electronics).
  • damaged wiring.
  • a damaged transceiver.
  • a damaged PCM.
If it is a anti-theft system you will have to take it to the dealer .This system will keep the starter from spinning the engine .

Hi Eileen , How do you know your having a anti-theft system problem ? Any lights flashing when you try to crank the vehicle ? The engine does not crank over ? If it is a anti-theft system problem ,disconnecting the battery is not going to do anything except lose some learned setting's in some control modules . There are a few thing's you can check but if none of these are the problem your going to have to have it towed to the dealer ! It'll need to be checked for DTC'S - diagnostic trouble codes !
PATS disables the vehicle from starting if there is:
  • a damaged PATS key.
  • a non-programmed PATS key.
  • a non-PATS key (key has no electronics).
  • damaged wiring.
  • a damaged transceiver.
  • a damaged instrument cluster.

What does it mean when the ford PATS light is not flashing?


Try turning engine over with the head lights on, do the head or dash lights dim? Check earth straps, eg. battery to chassis, engine block to chassis, battery to engine block, (may not have battery to engine block), then check starter solenoid/relay and motor, then Check all power fuses, and fuse relays.

try another key, if you install another key with ignition in the on position for 3 seconds warning light off, then turn off ignition switch, then start engine.if engine still dont start and the pats warning light keep flashing and dont turn off in 3 seconds.you need have vechicle pats system scan at dealership, you need diagnostic equipment to trouble shoot the PATS SYSTEMS.many things will cause you problems like fault to ecm to the immobilizer control module,could have worn transponder on key or faulty read coil in the ignition switch lock cylinder.

The anti theft light will flash fast on the dash if it's activated. You simply lock & unlock the doors to disarm it.

Check your inertia switch to see if it is activated. Press the rest button. Se owner manual to rest.

The control functions are contained in the instrument cluster. This module carries out all of the PATS functions such as receiving the identification code from the encoded ignition key and controlling engine enable. The instrument cluster initiates the key interrogation sequence when the vehicle ignition switch is turned to RUN or START.
The PATS uses the PCM to enable or disable the engine. The instrument cluster communicates with the PCM over the SCP network in order to enable engine operation. The instrument cluster and the PCM use sophisticated messages in order to prevent a theft. The instrument cluster and the PCM share security data (when first installed together) that makes them a matched pair. DESCRIPTION AND OPERATION Anti-Theft —PATS The passive anti-theft system (PATS) contains the following components:

The PATS uses radio frequency identification technology to deter a driveaway theft. Passive means that it does not require any activity from the user. This system is known as SecuriLock® in North America, Safeguard® in the U.K. and PATS in continental Europe. This information can be found in owners literature.
The PATS uses a specially encoded ignition key. Each encoded ignition key contains a permanently installed electronic device called a transponder. Each transponder contains a unique electronic identification code, with over 72 million billion combinations.
Each encoded ignition key must be programmed into the vehicle's instrument cluster (the instrument cluster is also known as a hybrid electronic cluster [HEC]), before it can be used to start the engine. There are special diagnostic procedures outlined in the workshop manual that must be carried out if new encoded ignition keys are to be installed.
The encoded key is larger than a traditional ignition key. The key does not require batteries and should last the life of the vehicle.
The transceiver module communicates with the encoded ignition key. This module is located behind the steering column shroud and contains an antenna connected to a small electronics module. During each vehicle start sequence, the transceiver module reads the encoded ignition key identification code and sends the data to the instrument cluster.

inserting the wrong key wont damage the pats its just a no start condition.using a non pats key wont solve the problem either.when using unprogramed key the pcm will disable the ignition system and the starter

theft light should be flashing when system is armed. It should reset itself. If on steady, you have a probelem. Try your other key first. This inof should help you. Report back if you still need help.

This system contains a new feature named Unlimited Key Mode. This feature allows a customer to program more than eight keys to the vehicle if they request it. Each vehicle in Unlimited Key Mode is set up with a special Unlimited Transponder Security Key. This allows all the customer vehicles to share the same keys, but no other keys from outside can be used to operate the vehicles. For an individual customer, any randomly selected Security Key is acceptable. Refer to Unlimited Key Mode Programming in Key Programming Switch State Control in this section.

1999 cougar. before they tell me I need a fuel pump I want to be SURE the anti theft system has not shut off the fuel to the engine.
how do I confirm that?
