Are you going to get a new one, or a junkyard replacement?
You have to take off the rear left tire. Secure the car with jack stands and chucks. There is a plastic cowl on the wheel-well that covers the filler tube to prevent road damage. Take it off. The filler tube is attached to the gas tank through a rubber connector hose (tube) adapter, secured to the gas tank and to the filler tube by hose clamps. Loosen both clamps.. You should replace the rubber connector, as it has been there for many years, and rubber degrades. Loosen about three or four bolts along the filler tube that attach it to the car body. The top part, by the gas lid, comes off easily, it's just a plastic dam. You have to carefully work it off the (other end) at the rubber hose connector. Once it's out, get the hose connector off the gas tank neck.
With the new filler tube, reverse the process. Getting the hose clamp tight over the gas tank neck is hard. Make sure the clamp is seated properly before tightening.
Good luck!

Fuel filler neck

Hi I'm Peter, Not sure what your problem is from just posting fuel filler neck however I am assuming you have a strong gas smell. The rubber hose that connects the filler pipe on the tank to the fuel spout may be cracked and leaking. Another common problem is the tank vent tube that runs from the tank up along side the filler tube may be rubbing on the metal part of the tube and has a hole in it. This will give you the strong fume smell and possible fuel leak as will the rubber filler tube when the tank is full. These vehicles are known for this problem and also the metal filler pipe rusting causing a pin ole. Look to see if you can see rust anywhere . Even if you don't see rust on the outside does not mean there is not rust on the inside. I have seen where a lot of people have been have the rust issue also to the point they carry the part at auto parts stores . Hope this is what you needed.

There are no valves causing your problem. You have purely a plumbing isue. Some fuel stations pump fuel faster then the size and orientation of your filler tube will take. Don't be in such a rush when putting your 15 gallons in run the fuel nozel on slow.

How to replace a fuel pump on a 1995 buick 3.8 lasabre Thank you

The fuel tank must be drained, fuel lines and vent lines disconnected. Disconnect the filler tube that leads to the filler neck. Unplug the wire harness that leads to the top of the fuel tank.
Remove both straps holding the tank into position.
Remove the gas tank and the pump is located in the fuel sending unit that is accessed thru the top of the fuel tank.

Fixing a leak between the fuel tank and the fuel filler neck

your best bet is to replace the fuel filler neck. the entire fuel system is a calibrated emissions system, meaning any changes to the specific setup may set a check engine light. you should be able to purchase a new fuel filler tube at your local dealer, not sure if parts stores carry those kind of parts. but you can try them too.
