the earth wire from the plug wiring loom, to the body may need cleaning, follow it back to find out where it earths.take out screw and use a small piece of sandpaper

Tips for a great answer:
Try the working bulb on that side. Just because it is brand new doesn't mean it is good. If it still doesn't work push the wires on the back of the plug and see if it comes on if it does replace the head light plug. If not follow the wiring back and look for a break in the wire where it rubs against something
