The body control module, BCM is responsible for the function of all of these, and if it has lost communication, or is not functioning, then none of them will work. Not to be discouraging, but this is not a problem to be tackled without a DRB II, a subscription to DealerConnect, and a Daimler Chrysler Platinum Certified technician.

you get access to the wiper assembly from under the hood not the dash.with the hood up and along the firewall,if you look at were the wiper arms attach this is were the wiper motor and wiper linkage is located.remove the arms from the linkage and gain access to were the linkage is under the cowl.sometimes you just have to remove a cover under the hood along the firewall to get to the linkage.then you can see what needs to be done to replace.sometimes its just a clip that has broken.

the winshield wiper water resevoir has a level indicator in the lower portion on the plastic container, and if the fluid is below the sensor turns on the light on the dash. Solution: keep the resevior filled about the sensor, and light will stay out.

Check your fuses for wipers and lights. If good use a volt meter and check power at the fuse. If your wipers, radio and dash lights worked before you changed the nuetral safety switch I would retrace my steps and make sure I didn't leave something disconnected. It happens a lot. Let me know what you find.

Driving along in my '88 Volvo 740 - all warning lights go on!

My first thoughts are with the battery cables, or the alternator. You probably had the heater, wiper and maybe the lights on? That's a big load on the electrical system. Have the battery and charging system checked out! It's common on this model for the alternator brushes to wear out and the good thing is that they can be replaced separately of the alternator.
