Well just for starters , all pads and shoes are good and rear is adjusted .
Just replaced the master cyl . with no change ! Basically what happens is when under light pedal press comming to a stop at the time of almost stopped the pedal drops a little , just not all the time . sys has been blead out with no air . so at this time i'm at a loss . please help .

Caliper slides could be sticking,a caliper piston could be sticking,wheel sensor could be showing first symptoms of failure and yes the abs could be at fault depends on who and how the brake caliper pistons were pushed back to replace pads.Hard to isolate if only intermittant and would only be guessing about the true cause until its an obvious and consistant fault.

Does the car have ABS ? And does it have an equalizer block for the 4 wheels ? It sounds like the ABS has been affected, or there is an equalizer block that is stuck on the front wheels only. Can you open the bleeder or the rear line on the master cyl and get fluid to come out by depressing the pedal ?
is the abs light on?the abs system only effects the pedal when you are stopping quickly to activate the system. you still have a hydrualic brake pressure problem. are the rear brakes shoes or pads? rear shoes out of adjustment can cause a low brake pedal.even though the master cylinder has been replaced doesn't mean you got a good part.if the part was a remanufactered part very likely it is bad. to determine if it is the master cylinder, plug off the lines from the side off the master cylinder and hit the brake pedal. if the pedal stays up look for a problem elsewhere in the system. if the pedal drops the the master cylinder is defective.
if master replaced sounds like air still in lines rebleed the brake lines start with passenger rear than driver rear -pass front -than driver front last..before bleeding check rear brake shoes are adjusted correctly
If the car has drum brakes in the rear, Jack the rear up and have someone push the brake pedal hard and you try to turn the wheel. If you can turn it you need to adjust the rear shoes. They may be traveling out so far that the fluid level drops causing the pedal to go to the floor. You must adjust them with the drum on till you hear and feel the shoes rubbing against the drum. Have you changed the brake hoses on the front going to the brake caliper?If not,this could be the problem,also,when bleeding,only pump the pedal one time upon releasing the bleeder screw,do not pump the pedal,start at the master cylinder,then the right rear,and the left rear,and the right front and left front in that order,adjust the rear brakes to where the brakes are dragging pretty good,but are not locking up,
adjust your rear shoes up so that the rear drums just turn, with them ajusted to a low setting the brake pedal will be low .
also when you start your engine it is noral for the pedal to drop because of the boster ! [ but not to the floor ]
Hi I'm litoshop if you bled the system and get no results then your brake pump needs to be replaced now before replacing make sure your pads are installed correctly because if there not this to can cause this problem good luck. if this information has been useful please let us know thank you.
