I had the same problem with my T5 130. My mechanic replaced the head gasket to no avail,then we checked the oil filter,that was ok.then we went on to a web forum and found out that the AXD engine suffers from water pump failure.We took it off and it was corroded,the seal had failed and was pumping water into the block.My advice,CHECK WATER PUMP FIRST! it sounds like your turbo has packed in firstly the oil seal in your turbo has failed thats why ur seeing oil from exhaust & the whistling from turbo is the vanes in turbo breaking up so i would advise not to use car until new turbo is fitted & inter cooler pipes and inter cooler itself are checked & cleaned for swarf from turbo you can check turbo by disconnecting turbo pipe &inspecting turbo vanes (fins) to see if broken up or any damage to chamber.

It may be the gromet for the PCV valve or it could be the spark plug rubber seal located in the valve cover if it is the type of engine that has the wires and spark plugs that go down through the valve cover, if this is the case buy a valve cover gasket with the rubber gromets that are located around the base of the hole where spark plugs fit through and install.

Read my other posts to the same problem. if the noise goes away with the oil filler cap removed you need to replace the oil filter housing and hose. good luk

did you try a blow off if its overboasting with the blow off is it easyer for the turbo to blow the overpressure out and it dont whistle's a suggestion
